USB Mouse not working.

usbguard & usbguard-dbus services looks like active but command
usbguard list-devices is unresponsive.
Restarting the services does not change the systemctl status,
neither does the command to work.
* What was the outcome of this action?
usbguard list-devices | list-rules, locks unresponsive. Phisical
USB mouse does not work.
journal shows 'Device is not authorized for usage'
* What outcome did you expect instead?
usbgrub Normal response
kernel not failure
