 The announcement is just the tip of the iceberg here, 
 it is not even the biggest issue. 
  
 A random DD cannot just make a decision to destroy many years of work 
 by multiple DDs. 
  
 Communicating the decision is not a problem when the decision was made 
 in a civilized way.
