[continued from previous message] There is the ID_NET_MANAGED_BY udev property proposal from systemd land already if you haven't seen it yet. Eg. https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1108124#5 has more links and dhcpcd has an upstream issue https://github.com/NetworkConfiguration/dhcpcd/issues/518.
