The core of the answer to the question is that significant numbers of upstream projects have dropped i386 support, making it untenable as a full architecture in Debian. We simply can€€€t fork all those upstream projects to maintain support. The same thing can€€€t be said for armhf, where a lot of upstream projects maintain support for it.
