Looking at https://metacpan.org/release/CAPOEIRAB/Alien-Sodium-2.000/source lib/Alien/Sodium.pm is says it wraps libsodium from https://doc.libsodium.org/ . The good news is that libsodium is already in Debian, perhaps try adding libsodium23 as a dependency and maybe libsodium-dev as a build-dep?
