 Yes, this is actually correct. Contrary to modern conventions, the 
 POSIX-compatible zones use positive values to refer to POSIX-compatible 
 zones use positive values to refer to zones west of Greenwich and 
 negative values for those east of Greenwich. 
  
 Since Bookworm, this is be explained in the debconf template where you 
 select these zones:
