 I do not know for the quality.  But for the connection issue, try to: 
 - either install blueman-manager and enable Bluetooth on top-right 
 - or install rfkill and if 'rfkill list bluetooth' shows soft blocked 
 like this: 
 1: dell-bluetooth: Bluetooth 
  Soft blocked: yes 
  Hard blocked: no 
    then enable it with 'rfkill unblock bluetooth'.
