 No.  Someone with (at least) Maintainer permission declares the CI/CD 
 configuration file (and it should rather be debian/salsa-ci.yml not 
 inside the root dir):

 You can even use 
  
    CI/CD configuration file: 
      recipes/debian.yml@salsa-ci-team/pipeline 
  
 than the default pipeline will be run and no additional file is needed.
