Some years back, there was a cat that insisted on peeing on my
garbage bag stored under the back stoop. On garbage day I would
put it out, and then find my hand smelled like skunk. I opened a can
of tuna, and laced it with tobasco sauce. I guess the cat couldn't
resist it, because the can was emptied. And I never saw that cat
around again.
Check on the web - there are mixes you can make that will repel cats -
many contain pepper, or lemon - cat's don't like citrus scent. There
are plants you could plant that cats don't like, e.g. lemon geranium.
You could get a dog!
