 If you the plan is (and always was) 1% cut immediately with an 
 additional 1% cut in 4 years time.  Nothing has changed, but people 
 who just listen to the sound-bites on TV were probably expecting the 
 2% cut all at once.  The Liberals did the same thing when announcing 
 income tax cuts; advertise the full amount and then reveal that it is 
 "phased-in" over 5 years.  That way, they get to re-announce it every 
 year like it's a new tax cut.
