ATMs are associated with banks, debit card machines AFAIK are not. The fees charged to the merchant by the Interac machine provider would not appear on your receipt. If there was a fee on your receipt it is a fee charged to you by the merchant. That is what the Interac website says the merchant is not permitted to do.
