Legally perhaps, but practically not so much. It's a lot easier to
just not pay the bill until the issue is resolved then to go through
the credit card company. Now you've got to deal with two corporate
goons (Bell and Visa), instead of just one.
By the way, most credit card companies will NOT give you a refund
until the matter is completely settled to the satisfaction of both
sides. My father-in-law purchased a ticket on Jets-Go one day before
they declared bankruptcy. The credit card company will not remove the
debt until after the flight would have taken place (in July), AND he
must be ready to fly on that day in case someone bails out Jets-Go and
starts flying their routes again (how likely is that?). All of this
severely limits his ability to buy replacement tickets elsewhere.
