We waste incredible amounts of water, resulting in water shortages and rationing. The best way would be to charge a low amount for basic usage, the escalating for moderate and then higher amounts for excessive use. Those who use less will pay less than they currently do, those who use a moderate amount will likely pay about the same and water wasters will pay what they deserve, which will hopefully mean they will cut back Remember we pay to pump the water to people's homes and pay again to treat it when it is pumped back out. The less that is used, the lower the overall costs. If we don't cut back, we will have to pay through the nose for increasing capacity.
