 I can't speak for the present, I've been retired for almost eight years, 
 but in the past many of our non white immigrants came from cultures 
 where the military and the police were feared, not organizations to be 
 joined. 
  
 I agree that the CF has never done a good job of attracting non white 
 immigrants to it's ranks.  Having said that I often wonder how it could 
 do that without invoking some form of affirmative action which would 
 appear to be unfair to white people.
