 Not that difficult to do if the navy is not fighting a war during the 
 time you served or as in Carter's case serving in a specialized area, 
 remember the Seawolf was only the second nuclear sub ever built and 
 it's officers were appointed early so they could work along with the 
 contractor (Electric Boat). Also he was a nuclear engineer, not a 
 'line' officer.
