The whole issue of what we are apologizing for needs to
be considered in terms of the origin and history of head
taxes levied on Chinese.
The "head tax", per-se, was actually one of the lesser
indignities heaped on Chinese immigrants. Initially,
it was intended as a "leveler" vis-a-vis other groups
providing large-scale manpower. Most Chinese were
hired in gangs and had their way paid as part of
an employment package, and Irish had to pay their
own way. That, anyways, was the rationale, and
in the US, at least, the head tax usually amounted
to about the cost of a one way transit from Hong Kong.
Much more onerous and intentionally destructive to
people and community was the ban on Chinese women.
