Just think of the social gains, the homeless would have incentive to find homes, the stray pet population would disappear quickly, teens wouldn't hang out on street corners. Street crime and vandalism would drop. The citizens of Toronto could get to know and appreciate bears and would grow to love them. And they would have to watch their step so as to avoid a steamin pile of bear dung. Not to mention bear paw soup would become more common. The only problem would be if bears ever got addicted to junkies. Then there would have to be detox and rehabilition centres. And some areas of Canada have a surplus of bears.
