 Democracy is about giving people freedom, not taking it away. 
  
 Or how about this: allow firearms wherever an individual wants to keep them 
 but impose stricter regulations on storage and transport. Impose heavier 
 fines and even sentencing on those that have their firearms stolen. Make an 
 individual owner complicit in any crime committed with his or her stolen 
 handgun. Create the legal and adminsitrative conditions necessary to weed 
 out the part-time gun collectors and aficianados from the truly serious.
