Yes it is EXPRESSLY permitted!!!!!! But no where else!!!
Article 133 does not mention anything about the language to be used in the
Nova
Scotia Legislature or New Brunswick Legislature or PEI Legislature,,, Just
Quebec because French is EXPRESSLY permitted only where the article
specifies.
IE, Where EXPRESSLY specified, and no where else in government other then
that
EXPRESSLY permitted!!!!!! in article 133.
This is the real Article 133 to the constitution Act of 1876. (below) Note
how
it EXPRESSLY permits french to be used in the LEGISLATURE OF QUEBEC and how
specific it is in describing where French may be used. No other Legislatures
are
mentioned because the only official language of Canada was English, so none
need
be mentioned except the province where French is EXPRESSLY permitted!!!!!!
Section 133 [Official Languages]
Either the English or the French Language may be used by any Person in the
Debates of the Houses of the Parliament of Canada and of the Houses of the
LEGISLATURE OF QUEBEC; and both those Languages shall be used in the
respective
Records and Journals of those Houses; and either of those Languages may be
used
by any Person or in any Pleading or Process in or issuing from any Court of
Canada established under this act, and in or from all or any of the Courts
of
Quebec.
The Acts of the Parliament of Canada and of the LEGISLATURE OF QUEBEC shall
be
printed and published in both those Languages.

Oh I listen to what you say. I listen to what all of you say. I also say
what I
think to be true. And the truth is that French was no more an official
language
of the federal government then Chinese. Not until Trudeau decided to re
write
history.
