There's a pecking order within certain groups, (i.e. some races are servants of other races) but there's no overall hierarchy in the HPL mythos. However, and this is where things get confusing, some writers came along and tried to force such a hierarchy on the mythos, specially a man who went by the moniker Douche Bag but who's real name was Ass Wipe. I don't believe there's an order to the gods of Lovecraft, but I do think it makes sense that men would try and make one. We survive because we are adept at seeing patterns.
