 Real Question:  Is the character's behavior affecting either the PCs ingame 
 or the players themselves?  Or you as a DM, does it interfere with the flow 
 of your game when this CE 1/2 orc does his deed? 
  
 Heaven's help you if the answer's no. 
  
 If yes, then the next step is talking to the player of that 1/2 orc and 
 asking nicely, then if nessacary harshly ordering, him to modify his 
 inappropriate behavior.  Failing anything short of his agreeing to change 
 his ways would not be acceptable.  This is a player who seems to delight in 
 causing great discomfort to the rest of your gaming group.  IMO,  a CE 
 alignment means a selfish and lazy asshole type of PC, not rape any hole 
 within reach.
