 The vast majority of them are, yes.  I'd say the only notable figures that 
 sort of break away from this would be the female characters, Modulok and 
 Modulator (I think those are the names, the interchangable parts guys), 
 Whiplash by virtue of his tail, and there's some rock guy whose name escapes
